This very question is asked and wondered by some theorists of what could happen in the end if the bad guy won. How could it happen? What would happen? And how far does the idea have to go to ensure the possibility? What would happen if Voldemort Won?
First, we need a point of change from what had happened. With the films and books being different, this theory would occur in some variation of the two merged. The whole trip of Harry would not have to change either, it is a specific point that is in need of change but could also have a complete change with every important step that led to Harry's overcoming of the enemy. In this scenario, most Horcruxes are destroyed as is because Harry is simply going through the journey step by step, this outs the Diary and the Ring of Marvolo. The key points in his journey would be the destruction of each Horcrux, Snape revealing to Harry of Albus's plan, the confrontation between Harry and Voldemort in the woods, and Voldemort himself... as the COMPLETE altered take on his success.
The Path to Success
First of all, the Horcruxes. This is something that films and books apart from one another completely. In the books, Harry knew what to look for based on assumptions that are true by Albus Dumbledore. While the films have him searching for something that is unknown as Albus never told him what they are. In this scenario, the film version would have to adhere to this theory. Harry not knowing what to look for and, seeingly, wasting time, would end up being a useless journey and in the end, Voldemort would already be in the school. So he would have to fight him head-on with what is not destroyed because of internal bravery. The issue with this is also that Hermione would have to not find the clues in Beedle's book, which does come close.
Second of all, Snape's Death. In the books, he was killed by numerous bit by Nagini as opposed to Voldemort slicing his throat in the film. It is important to note that one, Voldemort is merciful to his followers, and two, he did not know Snape is betraying him, so he thought he did in fact follow him. Therefore, the conclusion, in the end, is something that would have Voldemort's life become an interesting turn about and circle from Merciful with Quirrel to the need to kill with Snape. He would have to kill Snape with the Avada-Kedavra spell. This way, he can't share his memories to Harry. Harry would not know that he had to die.
The Next part is about two factors, Voldemort and the confrontation. Voldemort was unaware that he had his soul in Harry and not a single follower and Death Eater knew of the Horcrux. So while, in this scenario, his followers could have known and therefore warning Voldemort on the possibility. Voldemort would not have to tell them if he knew himself. Knowing the mistake himself and choosing to do something alone would make him seem superior all the same. Voldemort would realize his soul is in Harry and he would have to sacrifice himself willingly to kill Harry. In the woods, he would cast the killing curse at Harry, who fights for his life and ultimately dies by all that struggle and weariness. Voldemort would feel pain and push his followers away as so but awaits his return. Where he would kill him again. That is if Harry ever decides to return.
So: Harry would not know the Horcruxes and give up but fight, Voldemort would need to secure the full power of the Elder's Wand and kill Snape and Voldemort would know his soul resides in Harry and has to willingly kill himself to kill Harry truly and lastly. All this would lead him to WIN the Battle at Hogwarts.
"The battle is won. You have lost half of your fighters. My Death Eaters outnumbered you, and the Boy Who LIved is finished. There will be no more war. - Come out of the castle now, kneel before me, and you shall be spared. - ...will be forgiven and you will join me in the new world we shall build together." (HPDH, CH:36, P.729)
After his death, Voldemort spoke about the omission of Gryffindor, Hufflepuff, and Ravenclaw's houses and in doing so every student would be part of one unified house being Slytherin. Everyone would be wearing Green and SIlver. He might not have cared generally for houses as he is a relative of Salzar Slytherin. So he merely wanted to honor his ancestor as he superior one. Post-Harry's Death, in time, Hogwarts would be the school of Salazar, of Voldemort, of the Basilisk. It would be like any other school really. Schools generally have only one mascot and one color combo.

It was also noted that Voldemort's plan is to dominate all of Europe before the world. It was thought at the time, given the question was about America's state in the Voldemort Era, that he would go and dominate over the United States.
This is where it becomes more of a Fan-Fiction Theory. In a world where Voldemort was supreme in 1998 and onwards, one would still have to defeat him. A new hero would be entwined with Harry's Path. While it could be Ron and Hermione to plan against him, they are not hidden from the eyes of Death Eaters. Someone unknown would have to take the mantle and become Harry's Legacy.
The Rise of a Legacy
In America, In the U.S., I envision fear of his dominance in the early 2000s. The Government would be trying to develop plans to capture him with the trusted ways they had for years and never failed. Ilvermorny would be in lockdown to secure the students. But the Nation would be terrified.
Ilvermorny's ties to Salazar is a curious one with Voldemort. Did he know about the school? let's say he did, and he knew that it was founded by a Muggle. He would have to also triumph over it and learn its secrets. Especially with Salazar's wand somewhere buried. In a way, Ilvermorny is seen to Voldemort as his throne. He would know of Isolt Sayre was a parseltongue. Voldemort would also know of the light in Salazar as well. really it can't be certain of what it would mean if he came to America and dominated over the school and what.... he could also just spread Slytherin into it as well. But him knowing of Isolt and Gormlaith would affect him. This is where the idea of my own character comes in as the hero or yours for that matter. IF he came to the U.S. he would know, as Americans perceive, the true warriors that grew out of Harry's Efforts.
There is a family living today called Calderon-Boot, perhaps the heroes in this case. Who knows?
But that is all I can say about this scenario. The How, The What, and The Who and the contraction of a nation so proud of its own ... Voldemort would be defeated. But it's all a theory, my fellow Witches and Wizards.
