In 1790, George Washington went into office and continued to lead America till death in 1799. In that same year, parallel to him, stood another president who would make a choice that predated the No-Majs decision that would not happen for another 98 years, in the time of slavery. President Emily Rappaport, 15th President, would introduce a law of segregation. This decision would then turn tables as secrecy will be broken within MACUSA itself.

This article/essay makes the first indication of American currency [every country and nation has its own brand of coins from Britains Galleons, Sickles, and Knuts to Bezants in Paris]. The Dragots are three coins of different denouements with a Keeper within the Magical Congress. The Keeper of Treasure and Dragots before the law took affect, was Aristotle Twelvetrees who had a daughter named Dorcus.
Given the last name, Twelvetrees, he could be a Native American working for the government as the keeper. JK Rowling, however, does reference Rugby players like with a specific giant name d Angus, Twelvetrees is an English name and the name of a Rugby player, Billy Twelvetrees. Wikia also lists others: Billy Twelvetrees (born 1988), English rugby union footballer; Harper Twelvetrees (1823–1881), British industrialist; Helen Twelvetrees (1908–1958), American stage and screen performer; and William Harper Twelvetrees (1848–1919), English-Australian geologist. https://en.wikipedia.org/wiki/Twelvetrees. It may have originated in Sussex or Cornwall, a french surname. As the name suggests, 12 is the key meaning.

I still think he is a Native American.
Most likely he is named after Aristotle himself, his daughter's name is a strange one. Least i thought it was until i heard it in Netflix's show 'The Chilling Adventures of Sabrina'. (Dorcas is an apostle referenced to in the New Testament. Textus Receptus also goes by Tabitha. Tabitha is Aramaic for Gazelle, and in Greek its Tabitha. Dorcus is also the name of a beetle, Lucanidae; the stag beetle.) Dorcus Twelvetrees, however, gives a definition to her name herself.

The story of Dorcus is when the essay of history becomes another genre thats inspiration from a story and adapts into the world with a J.K. Rowling twist. Dorcus Twelvetrees is daughter of a banker; pretty much, she does not pay attention to school nor doing magic. She spends time in the mornings brushing her hair to get ready for parties. She meets a prince, least she thought he was, and he was actually a villain, she fell in love with him and told him secrets that she was a witch and theres another world hidden. The boy, was a distant relative of Scourers and believed all witches are evil. He took her wand to snap it as a photo for the world to see and plans a killing. He took a gun and shot at wizards coming out of the Magical Congress, only he was mistaken, they were like him, normal, No-Majs. He was arrested by the No-Maj police, leaving MACUSA to deal with Dorcus. She was part of a commotion on rather or not she would be executed but was only in prison for a year before walking into a new world. She ended up secluding herself from it with a mirror and a parrot.

The story of Dorcus is a fairy tale with an ending that is reminiscent too Rapunzel. Rapunzel also was alone in isolation waiting to be saved. But when it comes to Rapunzel, Tangled is best shown as she has a mirror and a chameleon. A chameleon blends in to the world around it and we see Rapunzel do that throughout the film like when she was in the Tavern. Dorcus has a parrot and a parrot only mirrors what another says or does, so it mocks her. Dorcus became a name that is used to describe someone who is stupid in the 1920s. Dorcus is not the only time JK uses the genre of a fairy tale, however, and this may be one of a few indications of an American Bard.
As for the boy, his actions became recognized and newspapers took him seriously. His name, that the Princess Dorcus Twelvetrees loved, was Bartholomew Barebone, and he does have a family or will have one after the incident. He will have a lineage leading to Mary-Lou Barebone who, in the 1920s, lead the New Salem Philanthropic Society (N.S.P.S) whose job is to expose wizardkind, continuing the job that Scourers are set to have. Unfortunately, the indication that she had a relative of Bart who targeted MACUSA was not present. I feel that it could have had a better half of the story if it played more to her knowledge and action instead of just being in a church with kids, who adopted witches and knew it. Here is a what if: Mary Lou knew that the Woolworth building was suspicious enough given her parents told her and her family would always keep the family up to date. Mary-Lou, instead of going to the New-York Clarion by Shaw, she aims at MACUSA directly before finding out that someone in the family had been using magic and ultimately killed by Credence.

The newspapers describes her wand's power when used to a donkey's kick, a mule, a horse. However, while my mind goes into it creating a wand of my own that reflects that detail, the kick it is referring to is a kick any non-magical user would experience. A notable user is a founder of Ilvermorny. In thinking of it now, it may be similar to another object in another story that itself is seen in Harry Potter. The Sword of Gryffindor was created by goblins for himself just incase he comes across a non-magical fighter. The Sword is a nod to Excalibur of King Arthur. A notable moment in the story is when people thought to be worthy of the sword and tries to pull the sword out of the stone. But the worthy contender was Arthur himself, of what Merlin believed to be. Merlin helped him get the sword and when pulled out it was with such a force he nearly fell over. The power of the sword is the same as the power of a wand in muggle hands. The wand is a sword in itself, the wand is Excalibur.

What Dorcus did created the law of segregation between the magical and non-magical.'Wizards were no longer allowed to befriend or marry No-Majs. Penalties for fraternising with No-Majs were harsh. Communication with No-Majs was limited to that necessary to perform daily activities.' Work related mostly referring to Aurors who would need to work with No-Majs if something went awry like the Snallygaster incident that gave way to an organization to protect it in 1949 (after the Fantastic Beasts films but after the 1927 Thunderbird Protection Act) and the Hodag incident involving farms, MACUSA acted upon it with its Department of No-Maj Misinformation branch. Mostly crimes.
This is where it gets interesting when it comes to America and Europe. America is a darker path but it's also a lot safer. In Europe, witches and wizards are allowed to marry non-magicals, they live alongside them, work with them even. The Ministry of Magic, however, is underground and hidden from the muggle world. In America, there is segregation, they are not allowed to marry each other, work only when their jobs allow it but the magical congress is blende into the muggle world. The government houses both non-magicals and magicals. America is the flip-side of Europe, the head of a coin and in the case of the 20s, the head of the coin is not far stretched with the president's house and herself and the phrase Head of the Curb. Again, the Magical Congress was before the Ministry of Magic. So why didn't they learn from them? They do not seem to be as afraid as the Americans. Shops are in one location in London as oppose to America where the shops in the 20s are all over the country on the surface with No-Majs. Despite that there is a union between magical and non-magical, they are not allowed to fraternize. Some therefore say it is upside down in America and some say it is better then Europes handling (the wands in where you get it and how is part of the thought on why America's handling is better which is in the school itself from public [if a muggle can notice it, and it seems they can]).
However, even thou there's indications of small business alignments, they did participate with each other in a previous war before the law was made. And in the manner of war, a war will break out all over the world and will include both sides to win.
